Village Pilot Project To Repair Storm Damage to Phase I Bluff Restroation Project Hits a Setback

According to a handout provided at the Public Informational Forum, the Department of Environmental Conservation has denied the use of Coastal Technology devices proposed for the Pilot Program.  

The Questions and Answers handout states:

"GEI submitted a request to modify the current permit authorizations from state regulatory agencies to install Coastal Technology features. The NYS Department of Environment  Conservation prohibited the use of non-biodegradable elements. The Village is looking to repurpose that funding for use in mitigation of the current conditions."

According to the handout, "The Village is looking to repurpose that funding for use in mitigating the current conditions."

Author's Note: What seems odd is that the Coastal Technology webpage states, "The frames can be fabricated from biodegradable or mycelium plastics, allowing the frame structure to fully decompose." If this is an option, I don't understand why it was not considered for use in the proposed Pilot. Unless the DEC is objecting to the use of the metal devices that anchor the units onto the ground.

Scandal At Village Hall -Mayor Accused of Multiple Violations of Her Oath of Office

During last night’s Board of Trustees meeting, Mayor Shaprow was accused of defamation, slander, violation of her oath of office, abuse of power, and election Interference by  Matt Franco, a resident who has announced he is running for a trustee position in the June election. Matt called on Deputy Mayor Bob Juliano to initiate an internal investigation into the alleged incident. Candidate Franco stated,  “ The Mayor has done this before to another resident in the community, that resulted in a complaint being filed with the District Attorney's Office, Bureau of Corruption. This pattern of behavior needs to stop. Dignity, class, and professionalism need to return to the Mayor’s seat.”  


According to Matt, it is alleged that on a day in March,  Mayor Sheprow held a meeting with a village resident in her office as the Mayor.  During this meeting, the Mayor allegedly accused the candidate and his son of stealing rounds of golf. Candidate Franco stated that he has all the text communications and receipts that any round of golf played by him or his son was paid for. Candidate Franco said that the resident at the meeting also alleges that the Mayor stated, “I also have something on Matt Franco that I have not yet used”.


The Village attorney told Matt that he is not giving much detail and he suggests that the candidate put his detailed complaint in writing and submit it to the Village Clerk. Candidate Franco stated that he has an attorney and that the letter of complaint will arrive shortly. 


Mayor Sheprow did not comment on this subject during the meeting. 


My Opinion:  

Let’s hope that Deputy Mayor Juliano will immediately, on the receipt of Canidate Franco's complaint, initiate a full investigation on this alleged behavior. With the start of campaigning for June’s election, it is so important that every candidate has a fair chance.

Remember Your Campaign Promises

 I noticed on tonight’s agenda that there is a Resolution to approve four tasks on a contract from GEI Consultants to perform the necessary background work to move forward with the existing plan for Phase II of the Bluff restoration project.


What I have NOT noticed on ANY agenda for the last TWO years is any resolutions to research and provide other options for resolving the failing bluff issues.  


This makes it very clear to me that the current Mayor has never had any intentions of researching or presenting any alternatives to the village residents.


Before this resolution comes up for a vote I want to remind every member of the board that when they were running for election, they were asked at Meet the Candidate Nights if they supported a referendum before any money was spent on phase II. All of you said that you would not vote to spend any additional money on  Phase II without a vote by the people who elected you.
